LpWSC Continues PforR/PIAP Staff Orientation Across Operational Districts

Luapula Water Supply and Sanitation Company Limited (LpWSC) has been undertaking a series of staff orientation and sensitisation sessions on the Programme-for-Results (PforR) and the Performance Improvement Action Plan (PIAP) across its operational districts, with today’s engagement being conducted in Kawambwa District. The orientation programme has been progressing across the Company over the past days, bringing together Staff and Stakeholders to strengthen their understanding of the programme, expected results, individual and departmental responsibilities, as well as the environmental, social, health and safety requirements that guide its implementation. The Zambia Water Supply and Sanitation Services in Growth Centers Programme is supported through a US$33 million International Development Association (IDA) Grant from the World Bank, comprising US$27 million under the PforR and US$6 million under Investment Project Financing. The programme seeks to improve water-sector accountability and strengthen the operational efficiency of selected commercial utilities. LpWSC Managing Director, Mr. Mukela Simbuwa, gave the opening remarks and underscored the importance of ensuring that staff understand the programme and take ownership of their respective responsibilities towards its successful implementation. The first technical session was led by Director of Operations and Technical Services, Eng. Golden Manyanga, who provided an overview of the PforR and PIAP. He explained the results-based nature of the programme, where implementation and progress are measured against agreed results, indicators, milestones and supporting evidence. The session further highlighted the relationship between the PIAP, Disbursement Linked Results (DLRs) and Disbursement Linked Indicators (DLIs), and how the work undertaken by different departments contributes to the Company’s overall programme performance. Priority interventions under the PIAP include Non-Revenue Water reduction and meter replacement, energy efficiency, billing and collection efficiency, financial management and accountability, digitalisation and systems integration, hydraulic modelling and climate resilience. Technical Operations Manager, Eng. Oscar Mbewe, led the session on Environmental and Social Management Plans (ESMPs), focusing on the environmental and social considerations associated with prepaid water meter installation and pipeline installation works. The session covered potential environmental and social risks and impacts, mitigation and monitoring measures, labour management, stakeholder engagement, Occupational Health and Safety, and the Grievance Redress Mechanism. It also addressed the prevention of Gender-Based Violence (GBV), Sexual Exploitation and Abuse (SEA), and Sexual Harassment (SH), with emphasis on responsible conduct and the use of established reporting and safeguarding mechanisms. Head of Information Communication and Technology, Mr. Godfrey Kalunga, conducted a practical session on the Company’s online Grievance Redress Mechanism (GRM) and PIAP disclosure platforms. Staff were guided on how to use the LpWSC website to access channels for general enquiries, customer complaints, staff grievances and PforR-related concerns. The session also demonstrated how stakeholders can access the PIAP and provide feedback through the available platform. Nchelenge District Manager, Eng. Elijah Sinyinza, led the session on Occupational Health and Safety (OHS), covering workplace hazards, roles and responsibilities, appropriate Personal Protective Equipment, safe work practices, required documentation and permits, as well as incident reporting and response. The session reinforced the importance of integrating health and safety requirements into field and construction activities throughout programme implementation. The Grievance Redress Mechanism remained a key component of the orientation, with emphasis placed on ensuring that grievances arising from programme activities are properly registered, tracked, investigated and resolved through approved channels. In his closing remarks, Mr. Simbuwa emphasised the importance of translating the knowledge gained from the orientation into effective programme implementation, strengthened accountability and improved service delivery. Through the programme, LpWSC remains focused on better services, stronger accountability, improved efficiency and sustainable water and sanitation service delivery.

LpWSC WORKS WITH DONALD, CHIKWABILA AND CHIKUWE COMMUNITIES TO EXPAND WATER ACCESS

Luapula Water Supply and Sanitation Company Limited (LpWSC) is making progress towards expanding access to safe and reliable water for residents of Donald Village and the neighbouring communities of Chikwabila and Chikuwe in Mansa District. Through the Projects for Results (P4R) initiative, the Company is working closely with the three communities to extend the water network and create a pathway for more households to access individual water connections. What makes the initiative particularly encouraging is the level of community participation. Residents have taken ownership of the project by contributing towards the required materials, purchasing pipes, digging trenches and mobilising more households to participate. A community committee has also been established to help coordinate the works, with 50 active members currently participating. LpWSC has continued to provide technical guidance throughout the process, including identifying and marking the main pipeline route, coordinating the extension works and preparing for the laying of the main water pipeline once trenching is completed. The partnership is already beginning to translate into results, with the first three households connected from the section of pipe laid so far. With trench works progressing across Donald, Chikwabila and Chikuwe, the project is moving closer to enabling more families to access water directly within their communities. For LpWSC, the initiative is part of the Company’s broader commitment to progressively expand water service coverage by working with communities and finding practical, sustainable ways of reaching areas that require improved access to water. The progress in Donald, Chikwabila and Chikuwe also demonstrates what can be achieved when communities are actively involved in improving the services that affect their everyday lives. While LpWSC provides the technical support and facilitates the network extension, residents are playing an important role in making the project possible. Once the ongoing trench works are completed, LpWSC will proceed with laying the main pipeline and facilitate individual household connections, with priority given to registered members who have actively participated in the works. GIZ-Supported Workshop Strengthens Performance Management at LpWSC

Luapula Water Supply and Sanitation Company Limited (LpWSC), with sponsorship from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), is conducting a three-day Performance Management Workshop from 5th to 7th August 2026 at Lake Bangweulu Beach Front in Samfya. The workshop has brought together management staff and supervisors to strengthen performance management practices and enhance organizational performance in line with the Company's strategic objectives. Throughout the workshop, participants have engaged in interactive sessions covering key components of performance management, including the cascading of the Company's strategic objectives into directorate, departmental, managerial, supervisory, and individual performance targets. The sessions have also focused on performance planning, performance contracts, monitoring and evaluation, performance appraisals, and strengthening the capacity of managers and supervisors to effectively assess, guide, and support their teams. Over 3,000 Residents to Benefit as LpWSC and ZNBS Commission Mansa Garden Estates Water Project

Luapula Water Supply and Sanitation Company Limited (LpWSC), in partnership with the Zambia National Building Society (ZNBS), today celebrated the successful commissioning of the K6 million Mansa Garden Estates Water Reticulation Project in Chabalamuwe, Mansa District. The programme commenced with Boardroom Formalities at the LpWSC Head Office, where Project Completion Certificates were formally signed, confirming the successful completion of the construction phase before stakeholders proceeded to the project site for the official commissioning ceremony. Speaking during the Boardroom session, LpWSC Managing Director Mr. Mukela Simbuwa said the project directly advances the Company's mandate of providing adequate, reliable and sustainable water supply and sanitation services across Luapula Province. He commended ZNBS for the confidence placed in LpWSC to design, construct and commission the project, describing the partnership as a practical demonstration of institutions working together to create fully serviced communities. Officially commissioning the project, Luapula Province Permanent Secretary Mrs. Prudence Chinama Kangwa, whose speech was delivered by Deputy Permanent Secretary Mr. Evans Sikabbuba, reaffirmed Government's commitment to investing in resilient water infrastructure that supports improved public welfare, sustainable urban development and economic growth. Representing the LpWSC Board Chairperson, Dr. Josephine Mwanza described the project as a transformative public asset, noting that its true value will be reflected in healthier communities, improved quality of life and the opportunities it creates for both present and future generations. Valued at approximately K6 million, the project has delivered over 12.4 kilometres of HDPE water distribution pipeline and will provide clean, safe and reliable piped water to more than 3,000 residents across over 400 households in Mansa Garden Estates. The ceremony also featured the symbolic handover of the completed infrastructure by LpWSC to ZNBS, followed by its official handback to LpWSC for long-term operation and maintenance. Luapula Water Supply and Sanitation Company Limited (LpWSC) today participated in the 2026 Umutomboko Traditional Ceremony in Mwansabombwe District, joining thousands of Zambians and visitors in celebrating the rich culture, history and heritage of the Lunda people. The Company's delegation was led by Managing Director Mr. Mukela Simbuwa and Board Chairperson Mr. Moses Silanda, supported by Management and staff. The ceremony provided LpWSC with an important platform to engage members of the public and various stakeholders while creating awareness about the Company's mandate, services and programmes. ADVANCING SAFE WATER, SANITATION AND HYGIENE IN MWENSE COMMUNITIES

Every community deserves the dignity of safe water, improved sanitation and good hygiene. Today, Luapula Water Supply and Sanitation Company Limited (LpWSC), together with Unicef and the Ministry of Water Development and Sanitation , undertook a field mission to Mwense District to appreciate progress under the KfW funded WASH Project, which is expanding access to safe water, improved sanitation and hygiene services across Luapula Province. The visit provided an opportunity to witness firsthand the impact these investments are having on communities and reaffirmed the value of strong partnerships in transforming lives. The mission began in Kashiba Community, where UNICEF, in partnership with the Zambia Red Cross Society and Mwense Town Council, is supporting community led efforts to eliminate open defecation and promote improved hygiene practices. Through the dedication of community volunteers, traditional leaders and local authorities, households are embracing safer sanitation practices that protect public health and restore dignity. These collective efforts have helped the chiefdom achieve an impressive 93 percent sanitation coverage, marking significant progress towards attaining Open Defecation Free status. One of the most inspiring moments of the visit was in Palangwa Village, where the delegation met an elderly couple living with disabilities who used funds received through the Social Cash Transfer Programme to construct their own household latrine. Previously, the couple relied on neighbours for access to sanitation facilities, often compromising their privacy and dignity. Today, they enjoy the independence and security of having a facility of their own, demonstrating how targeted social protection interventions can improve the wellbeing of vulnerable households. The delegation also visited the Lukwesa Water Scheme, operated by Luapula Water Supply and Sanitation Company Limited, which is earmarked for rehabilitation and network expansion. Once completed, the project will improve access to safe and reliable water services for the people of Lukwesa while strengthening service delivery by the utility. The field mission further included a visit to a Constituency Development Fund supported water supply project in Lwamfwe, which is nearing completion. Once commissioned, the project will bring safe and reliable water services closer to the community, reflecting the Government's continued commitment to expanding access to clean water in rural areas. LpWSC, MWDS AND UNICEF UNDERTAKE FIELD MISSION TO SCHOOL SANITATION PROJECT IN MWENSE

Luapula Water Supply and Sanitation Company Limited (LpWSC), together with the Ministry of Water Development and Sanitation (MWDS) and UNICEF, today undertook a field mission to assess progress on the construction of improved sanitation facilities at a school in Mwense District. The project, being implemented by UNICEF with funding support from KfW, involves the construction of modern ablution blocks to replace the existing facilities and improve access to safe and dignified sanitation for learners. A key component of the project is the provision of a dedicated sanitation block for children with special needs, ensuring that the new facilities promote inclusive and equitable access to sanitation. Once completed and commissioned, the facilities are expected to provide improved sanitation services to approximately 1,060 pupils, including learners with special needs, while contributing to improved hygiene, public health and a safer learning environment. The field mission provided an opportunity for the participating institutions to appreciate progress on the works and reinforce the importance of delivering sustainable and inclusive Water, Sanitation and Hygiene (WASH) interventions that respond to the needs of all learners. His journey with Luapula Water Supply and Sanitation Company Limited began in June 2025, when he was appointed District Manager for Nchelenge District. In November 2025, he was transferred to Kawambwa District, where he continued to provide strategic leadership and contribute to improved commercial performance and operational excellence. Throughout his tenure with LpWSC, Mr. Phiri has strengthened his expertise in financial planning, budgeting, revenue optimization, stakeholder engagement, performance management, and evidence-based decision-making. LpWSC Hosts Delegation to Strengthen Sustainable Rural Water Service Delivery

Luapula Water Supply and Sanitation Company Limited (LpWSC) today hosted a courtesy visit from a delegation comprising representatives from CARE International, the National Water Supply and Sanitation Council (NWASCO), and Water For Water. The visit marked the beginning of a learning mission aimed at understanding and documenting sustainable service delivery models for rural water supply and sanitation. The learning mission seeks to explore how different water service delivery models are managed to ensure reliable, sustainable and inclusive access to safe water in rural communities and growth centres. The initiative comes at a time when the Government of Zambia continues to expand the mandate of commercial utilities to provide water and sanitation services to previously underserved rural areas and emerging growth centres. During the meeting, CARE International outlined its integrated Water, Sanitation and Hygiene (WASH) programming approach, emphasizing that access to safe water is fundamental to improving health, education, livelihoods and overall community development. Luapula Water Supply and Sanitation Company Limited (LpWSC) participated in the 2026 Luapula Expo held at Kaole Stadium in Mansa, where the Company engaged stakeholders, members of the public, and potential investors. Speaking during an interview at the Company’s exhibition stand, Managing Director Mr. Mukela Simbuwa outlined the Company’s position on the role of water in development. “There’s no development without water — that’s the bottom line,” he said. Mr. Simbuwa noted that water is central to economic activities such as mining, agriculture, and human settlement, and emphasized the Company’s mandate to provide clean water and safe sanitation services across the province. He stated that LpWSC is using platforms such as the Expo to identify where investment is needed and to engage potential partners on how collaboration can support service delivery. The Managing Director indicated that the Company is currently at 22 percent service coverage, with a target of reaching 100 percent by 2030, leaving 78 percent to be achieved over the next five years. He further highlighted opportunities beyond network expansion, including biogas production, chemical production, and waste-to-energy initiatives, noting that the Company is already utilising waste to produce electricity and is seeking to expand these efforts. During a preliminary planning meeting held today at the LpWSC Headquarters, the cooperating partners engaged in an information-sharing session aimed at aligning project priorities and implementation strategies. Speaking on behalf of LpWSC, the Director of Technical Services Engineer Golden Manyanga provided an overview of the current water supply and sanitation coverage in Kabuta. He noted that the Company is well positioned to expand its service network, having already procured sufficient water meters to support the planned connections. In response to a question raised by Mr. Patrick, Engineer Manyanga emphasized that community members are engaged from the inception of every project to ensure ownership, acceptance, and sustainability of the initiative. He further highlighted the transformative impact of similar projects, citing the success recorded in Matobwe Community, which benefited from a GIZ-supported venture that significantly improved residents’ quality of life. Representing GIZ, Utility Advisor Engineer Ngenda underscored the importance of expediting the sharing of key technical plans and documentation, which are critical to the smooth implementation of the project. LpWSC Hosts ZIPS Officials to Strengthen Water Service Delivery in Luapula.

Luapula Water Supply and Sanitation Company Limited (LpWSC) recently hosted Mr. Daniel Kabamba, President of the Zambia Institute of Purchasing and Supply (ZIPS); Mr. Taic Mwanza, Luapula Head of Procurement and Supply and Chairperson of the ZIPS Luapula Chapter; and Ms. Rose Nyirenda, Vice Chairperson of the ZIPS Luapula Chapter. The meeting, chaired by LpWSC Managing Director Mr. Mukela Simbuwa, was held at LpWSC’s Headquarters Board room in Mansa and focused on enhancing operational efficiency, staff capacity, and collaboration with key stakeholders. During the discussions, Mr. Kabamba highlighted the importance of transparency, speed, and proper checks and balances in procurement processes. He explained that while procurement mechanisms in the sector are often fragmented, combining efforts across departments and stakeholders can increase efficiency and reduce operational frustrations. He emphasized the need for robust compliance, accurate documentation, and integrated ICT systems, noting that disruptions in these areas can directly affect service delivery. He further underscored the importance of continuous training for procurement and supplies professionals, especially in supply chain management. Furthermore, he shared insights from other provinces to improve operational performance. Concluding the meeting, Managing Director, Mr. Mukela Simbuwa thanked the officials for their guidance and the initiative. GIZ and German Embassy Donate 11 New High-Performance Computers to Luapula Water

The donation was presented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Embassy in Zambia. Piped water transforms Matobwe village in Mansa District

Matobwe village in Mansa District of Luapula Province has been transformed after piped 💧water reached its community for the very first time. Its over 3,000 citizens now have access to safe water supply. This was achieved through the 🇪🇺EU and 🇩🇪Germany funded Nexus Energy and Water Programme for Zambia (NEWZA) and the Just and Climate-Resilient Urbanization and Decentralization in Zambia Programme (CitiZen+D), working in collaboration with Luapula Water Supply and Sanitation Company Limited (LpWSC), towards the construction of a water supply network. The strong collaboration also involved the community who were also involved in excavation works. Together, these partners invested in constructing a reliable water supply network and directly connected individual households in the village.
